Waste Tire Carrier LicenseWhat is the Purpose of this License?Carrier License: A Waste Tire Carrier License is required in most circumstances when hauling more than five waste tires to a recycler or storage site. Exceptions are described in WAC 173-350-350(1)(b).Site Owner License: A Waste Tire Storage License is required for the storage of more than 800 waste automobile tires (or the combined weight of 16,000 pounds of all types of waste tires). Before a state license can be issued to operate a waste-tire storage site, a solid waste handling permit must first be obtained from the appropriate local jurisdictional health authority. Whenever a facility is permitted at the local level, a Waste Tire Storage Site Owner License may also be required. Both the waste tire carrier and waste tire storage licenses are processed through the Business Licensing Service. Decisions regarding these licenses are made by Ecology based on compliance with minimum standards established to ensure the safe and proper storage, control, recovery, and recycling of tires. What Activities Require this License?Hauling waste tires and/or owning or operating a waste tire storage site.How Much Will this License Cost?Application Fee: $15.Waste Tire Carrier License: $250, and $50 for each additional vehicle to be used for waste tire transport. A $10,000 performance bond is required before a waste tire carrier license can be issued. Waste Tire Storage Site Owner License: $250 per location. See Notes for Bond requirement. All fees are paid to the Business Licensing Service. Ecology must be in receipt of the $10,000 bond. Financial assurance established as part of the solid waste permitting process may satisfy the license bond requirement. The bond form is available from the Department of Ecology's Waste 2 Resources Program Headquarters Office.
